A bail is a metal finding used in jewelry making. It is the part that connects a pendant to a necklace.

Bails come in many different forms some clip onto the pendant, some have mounts to glue the pendant to, and some attach to a ring on the pendant. Other than to connect the finished jewelry peice together the purpose of a bail is to hold the pendant flat when worn.
