Blot

To blot, describes a dabbing action, usually with the intention to soak-up or remove something such as spilt paint or liquid. The action of blotting is normally best achieved with a sponge, paper towel or a rag as these are all fairly absorbent.

Blotting can however be used as a decorative painting technique too, much like ragging or sponging.
